If you have specific legal questions regarding the feasibility of your building project and have not yet submitted a planning application, you can submit a preliminary planning enquiry.
This is useful, for example, if it is unclear whether you are permitted to carry out your building project on the intended plot of land.
In the preliminary building enquiry, please formulate your question clearly so that a definitive answer is possible.
You will then receive a preliminary building decision regarding your enquiry.Procedure
Submit your application for a preliminary decision (digitally or in writing) to your local building control authority.
The local building control authority will review your application and consult the local council and any relevant bodies.

The lower building supervisory authorities of the state of Saxony-Anhalt are responsible. These are the administrative districts, independent towns and the district towns of Stendal, Köthen, Naumburg, Zeitz and Weißenfels.
Prerequisites
The application for a preliminary decision must be submitted in writing or digitally using the officially prescribed form.

What fees are incurred?

Up to half of the fee for the preliminary decision is to be offset against the building permit fee, provided that the minimum fee for the building permit is not undercut.What deadlines do I have to observe?
Once you have received the preliminary decision, you have three years in which to start your building project with a valid planning permission.
You can apply for an extension of the preliminary decision for up to one year.Legal basis
