Information for holders of a Ukrainian driving licence with protection status
Based on the information available, holders of a Ukrainian driving licence do not need to have it reissued in Germany.
A corresponding regulation (Regulation) has been adopted by the EU and will apply from 27 July 2022. In accordance with Article 9(2) of the Regulation, the EU Regulation will cease to apply on the day following the day on which the period of temporary protection specified in the so-called Mass Influx Directive ends. However, this will be no later than 4 March 2028. This means that all valid driving licences issued by Ukraine will be recognised within the EU, provided that the holders are covered by the protection status.
In addition, the EU Official Journal publication of 22 July 2022 laying down specific and temporary measures concerning driving licences issued by Ukraine (Regulation (EU) 2022/1278) is attached.
