Main tasks
The legislator has also transferred this social task to foster child welfare (PKH) in legal form and firmly anchored it in the Social Code (Book Eight) SGB VIII. Foster care thus occupies an important place in the structure of educational assistance.
In this context, public youth welfare professionals have been given the task of preparing foster carers for taking a child or young person into care, advising, accompanying and training them during the time they are in care and supporting them as partners by involving them in the entire help planning process.
The aim is to enable children and young people to compensate for their life paths, some of which have been broken or interrupted several times, by giving them the opportunity to form new relationships. Continuity and reliability should become a positive experience for them in the foster families that will characterise the rest of their lives.

Every child and young person should have an inherent feeling of being loved and secure, which is strongly and resiliently characterised by the family.
The family forms the foundation for upbringing and development, provides security and the framework for healthy growth and the development of bonding and relationship skills.
It is a primary and humane concern of our society to protect and strengthen the family and, if necessary, to provide appropriate support. For a variety of reasons, it is not possible for every child or young person to live and grow up in their family of origin, either temporarily or permanently.
