Report populations and changes in populations of specially protected vertebrates
Service description
If you are in possession of a "specially protected" vertebrate, you must report it to the CITES office immediately. After the initial notification, you must report all changes on an ongoing basis, i.e. all additions and disposals as well as changes to the licence plate number and any relocation. All source documents must be submitted with the entry reports. Reasons for notifications of departure are, for example, the sale, death or loss of the animal. The reporting obligation applies to both the acquirer and the transferor.
Species under special protection include, for example, marmosets, parrots, tortoises and giant snakes, as well as various lizard species such as day geckos and chameleons. All European bird species are also included. The American beaver, the snapping turtle, the vulture tortoise and the grey squirrel are also subject to mandatory reporting.
You can find out whether a species is specially protected by using the WISIA database of the Federal Agency for Nature Conservation.
However, exemption from the obligation to declare does not mean exemption from the authorisation requirement for import and export and does not exempt from the obligation to provide proof of legal origin or from the labelling obligation.
Procedure
After registering the keeper with their address and contact details, all details on the registration form must be completed for each individual specimen held and the proof of origin or documents authorising legal possession and, in the case of Annex A species, the photos for photo documentation must be uploaded as files:
- Date and reason for the change in stock (e.g. addition due to acquisition, breeding, change of licence plate number, change of regular location, and disposal due to sale, death or escape),
- Art,
- Date of birth,
- Gender,
- Weight
- Origin,
- First name, surname and address of the previous owner
- Place of keeping,
- Intended use
- Identification (e.g. ring number or transponder number) or licence plate change
- Photo or repeat photos for photo documentation
Documents proving legal ownership of the specimens (EU marketing certificate or proof of origin) must be submitted with the notification of commencement of farming.
A change in the regular whereabouts / location of the notifiable animal must be reported immediately.

Which documents are required?
The registration form must be completed in full with details of the species, sex, date of birth, origin and, in the case of breeding, details of the parents and licence plate numbers.
For Annex A reptile species such as tortoises, the photos for the photo documentation must be uploaded and continued.
The documents for the proof of origin must also be uploaded, for example
- EU certificate
- Proof of origin, in the case of breeding with details of the origin of the parents
- Proof of origin for imports with German import number or with a copy of the import licence from the other importing country
For openly ringed, transpondered and unmarked as well as very rare Annex B species:
- complete proof of origin back to the breeder or importer
- In the case of breeding, further evidence such as official confirmations, breeding protocol with breeding photos and witness confirmations
- if purchased from a pet shop, proof of purchase with the dealer's book number and the breeder's studbook number or import number
