Applying for the re-registration of a vehicle to another owner (transfer)
Service description
If you want to buy or take over a vehicle that is still registered to another owner, it must be re-registered in your name. Throughout Germany, you have the option of retaining the previous licence plates on the vehicle.
You must re-register your already registered vehicle immediately at the local registration office in whose district you live:
- Main residence,
- Registered office or
- have your branch.
If you do not wish to make use of the licence plate transfer, you still have the option of applying for a new licence plate. Additional charges apply for a special licence plate.
If your vehicle has a fine dust sticker, this may become invalid due to new licence plates. If you want to drive in low emission zones and do not have an exemption licence, you should also apply for a new fine dust sticker when re-registering.
Note: Vehicles can be registered to private individuals and legal entities or companies as vehicle owners, i.e. also to:
- Companies,
- Authorities or
- Associations.
Procedure
You can apply for re-registration (in the event of a change of owner) online or in person at your local registration authority.
Personal application:
- Find out from your local licensing authority whether a form is available for download. Ask which documents you need for the procedure.
- Take the completed form and the required documents to your competent licensing authority.
- If you would like to keep your existing licence plate on your vehicle, you can do so nationwide. If you do not wish to make use of the licence plate transfer, you can continue to apply for a preferred licence plate.
- Tip: If you need new licence plates, you can turn to private providers. You can usually find these near the registration authority
- When a new licence plate is issued, the registration authority affixes the sticker (main inspection and new stamp sticker) to your new licence plate.
- If your vehicle has a fine dust sticker, it will become invalid due to new licence plates. If you want to drive in low emission zones and do not have an exemption licence, you should also apply for a new fine dust sticker when re-registering.
Online procedure:
- Go to the online portal of your local licensing authority.
- Identify yourself there with your new electronic ID card (nPA) or electronic residence permit (eAT) with activated online ID function.
- Enter the necessary data in the portal's application form.
- Pay the fees using the e-payment system (means of payment vary depending on the competent licensing authority).
- Provided that previous licence plates are retained:
- The application is automatically checked in real time.
- The letter of admission is immediately made available online and can be called up within 30 minutes.
- Your vehicle is re-registered when you call up the registration certificate. You can put it into operation.
- Print out the registration certificate and keep it in your vehicle until you receive the registration certificate Part I.
- You will receive the registration certificate part I and II as well as an information letter by post from your licensing authority.
- If new licence plates are applied for:
- The application is checked by a member of staff.
- The registration authority will send you the registration certificate and fee notice, registration certificate parts I and II, the stamp sticker holder and the sticker holder for the main inspection (HU) for affixing to the licence plate by post.
- Your vehicle is now re-registered. Once you have received the registration documents, you can put the vehicle into operation.
Who should I contact?
You can apply for a change of registration at the registration authority responsible for your main place of residence in your district or city.
Prerequisites
- You must not have motor vehicle tax debts of EUR 5 or more. Late payment penalties, interest and late payment penalties are also taken into account when calculating the amount.
Note: If you want someone to represent you when registering your vehicle, you must give this person written authorisation. This power of attorney must also include your consent that the registration authority may inform the authorised person of any outstanding fees and expenses incurred by you.

- Registration certificate part I or old vehicle licence
- Registration certificate part II or old vehicle registration document
- Electronic insurance confirmation number (eVB number)
- Test report on the last general inspection, e.g. TÜV, DEKRA, GTÜ, KÜS, GTS, FSP
