Childcare facilities
Childcare serves the well-being and development of children as well as the compatibility of family and work. The development of each child into an independent and socially competent personality is to be promoted in day care centres and day care facilities (in accordance with §1 of the Child Promotion Act of the State of Saxony-Anhalt /KiFöG LSA).
The childcare facilities team is your point of contact for all matters relating to the care of children in daycare centres and with childminders in the Salzland district.
Furthermore, the overall planning responsibility for day-care centres lies with the Youth and Family Department.
This ensures that a sufficient number of high-quality childcare places are available in the district. This task is supported by specialist educational advice and responsible supervision of these facilities.
The work is based, among other things, on the legal basis
- of the Eighth Social Code (SGB VIII),
- of the Child Promotion Act of the State of Saxony-Anhalt (KiFöG LSA),
- of the KiTa Quality and Participation Improvement Act (KiQuTG),
- of the Federal Child Protection Act (BkiSchG) and
- of the Day Care Ordinance (TagesPflVO).
Tasks/functions of the specialised supervision for child daycare facilities
- Regularly checking compliance with legal requirements in accordance with the Social Security Code VIII and the Saxony-Anhalt Child Support Act,
- Issuing the care licence for day carers,
- the granting and amendment of the operating licence,
- Ensuring a sufficient number of suitable educational specialists
- Advice on the construction and conversion of daycare centres,
- counselling on all pedagogical content and the pedagogical concept,
- Cooperation in the fulfilment of tasks to protect the welfare of children
Tasks / functions of the counselling service
- Advice for providers, daycare facilities and daycare centres on educational topics and legal bases (KiFöG, "Bildung elementar" education programme)
- Supporting providers, daycare centres and daycare facilities in educational processes (e.g. concepts, quality management, transition from daycare centre to school, personnel management)
- Advice for parents on the upbringing, care and education of their children in daycare centres
- Project-related advice and support for day-care centres
- Organisation of further and advanced training courses for specialists
- Networking between organisations
- Participation in various committees of the district administration

- External childcare and external childcare (in accordance with §12c KiFöG)
- Recognition of specialist and auxiliary staff in day-care centres
- Processing of funding programmes: Passing on information to funding organisations, processing and deciding on applications, disbursement of funds including verification of use of funds

KITA cost contributions
Our team is the point of contact for families in the Salzland district on the subject of cost contributions for child daycare. We advise parents and guardians on the legal regulations according to § 90 Para. 4 SGB VIII and check applications for full or partial payment of cost contributions for attending nursery and after-school care.
The aim of our work is to ease the burden on families and ensure that all children have access to early childhood education and care, regardless of their parents' financial situation.
Our team will be happy to advise you personally on your questions and support you with your application.
- The takeover does not apply automatically, but only after application.
- Changes in personal or financial circumstances must be reported.
Prerequisites
The (partial) assumption of the contribution to the costs of childcare facilities occurs when the burden of the contributions is unreasonable for the parents.
The burden is unreasonable in any case if parents
- Benefits to secure subsistence in accordance with SGB II (citizen's allowance),
- Assistance with living expenses according to SGB XII,
- Benefits for basic security in old age or in the event of reduced earning capacity in accordance with SGB XII,
- Benefits in special cases according to § 2 AsylbLG,
- receive basic benefits according to § 3 AsylbLG,
- Child supplement according to § 6a of the Federal Child Benefit Act or
- Housing benefit in accordance with the Housing Benefit Act
received.
In addition, the provisions of Sections 82 to 85, 87 and 88 SGB XII apply to the determination of reasonableness.
Documents to be submitted
- Completed application forms,
- Notification of the child's contribution to the costs of attending the day care centre,
- (complete) benefit notifications in the event of receipt of social benefits and
- Further proof of income from parents* if no social benefits are received
*If a child is living with only one parent at the time of application, this parent takes the place of the parents. Information on the income of the parent not living in the household is not required in this case. If the child is cared for by the parents within the framework of an alternating or nest model, the income of both parents must be taken into account when assessing the entitlement to benefits.
