Child and youth protection

The legal basis for this work is Section 8a of SGB VIII (Social Code Book VIII) – it primarily refers to the assessment of possible risks to the welfare of children and the associated possible taking into care.

Every report is investigated, regardless of whether it was submitted anonymously in a private context or by a known sender, or by institutions such as clinics, paediatricians, day-care centres, schools or others.

Main tasks

1. safeguarding the welfare of the child and clarifying possible risks to the child's welfare

• Acceptance of reports of possible child endangerment
• Convening specialist teams to assess specific indications
• Conducting interviews and home visits with the children and young people concerned and their legal guardians to clarify the indications and, if necessary, jointly discussing and initiating measures to prevent a possible risk to the child's welfare
• Obtain brief assessments from the institutions involved, such as paediatricians, daycare facilities / schools
• Immediate removal of the child in the event of life-threatening incidents (taking into care in accordance with Section 42 SGB VIII)
• Creation and coordination of a support network until the endangerment of the child's welfare is averted

2. educational counselling for family-related problems

• Counselling for children and young people (even without the consent and knowledge of their legal guardians)

• Initial counselling for families with problems and, if necessary, referral to further institutions (e.g. educational counselling centres)

• In complex problem situations where more intensive help is required, the referral is made to the responsible employee of the General Social Service in order to apply for educational assistance in accordance with §§ 27 ff. of Book VIII of the German Social Code (SGB VIII)

3. anonymised consultations with institutions to clarify a possible risk to the child's welfare in accordance with Section 8b (1) SGB VIII and Section 4 of the Federal Child Protection Act

4. organising presentations with participating institutions (day-care centres, schools, etc.)

5. participation in family court proceedings in accordance with § 1666 BGB and proceedings under the Protection against Violence Act

6. taking children and young people into care in accordance with the requirements of § 42 SGB VII
