The state of Saxony-Anhalt supports various measures to improve the integration opportunities of long-term unemployed people who are distant from the labour market. The basis for the execution and implementation of corresponding projects is the "REGIO AKTIV" guideline on the granting of subsidies for the regionalisation of labour market promotion from funds of the European Social Fund Plus and the state of Saxony-Anhalt.

Goal and target group
The aim of the project is to develop and establish the educational and employability skills of young people in need of support so that they can be integrated into suitable further measures, training or employment.
The target group are young people in need of support who have completed their compulsory schooling, have no vocational qualification, are unemployed and cannot or can no longer be reached with the help of the support programmes offered by the employment agencies or basic income support providers for jobseekers, such as young people without a school-leaving certificate, without a training place, who have dropped out of training or with special individual socio-educational support needs. Participants should generally be under the age of 27 when they join the project. The project is based on the pedagogical model of learning under productive company-related conditions. Young people work in production under professional guidance. The aim is to impart practical skills. Learning processes take place via production processes. There is no separation between the place of learning and the place of work.
Contents
In a project, work is carried out simultaneously in at least three different production areas or workshops. The workshops cover a range of different professions and fields of activity. The sectors depend on the regional conditions. In addition to productive work, participants should be given the opportunity to acquire low-threshold qualifications. Modular or certified partial qualifications can also be provided. Participants can also complete internships, preferably with private employers. When participants are accepted, an individualised training, development and work plan is drawn up with them on the basis of a skills assessment. Individual goals and intermediate steps to achieve these goals are formulated.
Implementation period
The "STABIL" project was implemented from 1 December 2022 to 30 November 2023 as part of the transitional arrangements under the "REGIO AKTIV" directive. STABIL is currently no longer being realised in the Salzland district.
