Regional coordination
The state of Saxony-Anhalt supports various measures to improve the integration opportunities of long-term unemployed people who are distant from the labour market. The basis for the execution and implementation of corresponding projects is the "REGIO AKTIV" guideline on the granting of subsidies for the regionalisation of labour market promotion from funds of the European Social Fund Plus and the state of Saxony-Anhalt.
The regulations of the "REGIO AKTIV" guidelines on the granting of subsidies for the regionalisation of labour market promotion from funds of the European Social Fund Plus and the state of Saxony-Anhalt, Part 2 Special regulations, Section 10, Funding area J Regional coordination (REKO) apply.
Goal
Regional coordination represents the link between the labour market policy measures of the "REGIO AKTIV" directive and the requirements and needs of the regional labour market in the districts and independent cities of Saxony-Anhalt. In this sense, the aim of regional coordination is to improve the effectiveness and efficiency of measures from the individual funding areas by implementing and consolidating regionalised labour market policy, networking and involving all municipal structures and regional labour market players. Together with regionalisation, the aim is to support network development in the region, taking into account the state's training and labour market policy objectives, to improve cooperation between the stakeholders in the district or independent city, particularly in terms of systematics and sustainability, and to achieve a common understanding among the regional partners regarding cooperation to achieve objectives and compliance with agreements.
Contents
The Regional Coordination should be set up as an office of the Regional Working Group and be integrated into the local government structure. Within the framework of regionalisation, the Regional Coordination should support the Regional Working Group at the level of the district or independent city in terms of organisation and content. This includes the following tasks in particular:
- the analysis and evaluation of the regional labour market and the derivation of priorities for action,
- the development of priority topics in the area of the regional labour market, taking into account the impact on employment,
- Determining needs, taking into account the "REGIO AKTIV" guideline and in addition to or in contrast to funding from the job centres and employment agencies as well as other funding programmes, for example from the federal government,
- the formulation and further development of targets and the controlling of target agreements (ZV),
- the preparation, organisation and implementation of competition procedures for project selection in accordance with Part 1, Section 7.2 in conjunction with Section 7.6 of the "REGIO AKTIV" guideline,
- Support in the management, monitoring and quality development of the "REGIO AKTIV" guideline projects,
- organising and coordinating the monitoring bodies in accordance with Part 1, point 7.10.1 of the "REGIO AKTIV" guideline in consultation with the project sponsors,
- Supporting network development in the region, taking into account the state's labour market policy objectives, the participation of relevant stakeholders and the further development of cooperation in the region,
- regional contact person for questions regarding the implementation of the "REGIO AKTIV" directive,
- cooperation with the projects of the "REGIO AKTIV" guideline, including cooperation with the state-wide Regio Network Centre and other projects where appropriate, and
- promoting the transfer and perpetuation of project results for greater sustainability.
Implementation period
Regional coordination will be implemented in the Salzland district for the period from 1 July 2022 to 30 June 2028.
