Competence agency
The state of Saxony-Anhalt supports various measures to improve the integration opportunities of long-term unemployed people who are distant from the labour market. The basis for the execution and implementation of corresponding projects is the "REGIO AKTIV" guideline on the granting of subsidies for the regionalisation of labour market promotion from funds of the European Social Fund Plus and the state of Saxony-Anhalt.
The regulations of the "REGIO AKTIV" guidelines on the granting of subsidies for the regionalisation of labour market promotion from funds of the European Social Fund Plus and the state of Saxony-Anhalt, Part 2 Special regulations, Section 4, Funding area D Competence agencies (KA) apply.
Goal and target group
The aim of the skills agency is to set up low-threshold support services that open up career prospects for young people and simplify the transition to vocational training. The target group includes young people in need of support aged 15 to under 25 and, in exceptional cases, under 35.
Contents
The support programmes provide intensive assistance to participants. The focus is on socio-educational and holistic individual support for all young people, regardless of their entitlement to support, for example in terms of the Second Book of the German Social Code and the Third Book of the German Social Code. The programmes involve parents and other carers and reference persons in the support and maintain intensive contact with regional companies.
The following elements in particular can be part of the support programme:
- Individual case counselling and support for participants,
- social group programmes,
- Parent and family work (e.g. information events),
- professional exchange between the actors involved in the support system,
- Coordination with the players in the legal areas of the Second Book of the German Social Code, the Third Book of the German Social Code, the Eighth Book of the German Social Code and the Twelfth Book of the German Social Code,
- Coordination of offers of help and additional networking,
- outreach work, for example in rural regions, and
- Mobility support for attending relevant appointments.
Implementation period
Two skills agency projects are currently being implemented in the Salzland district. The "YOUthPoints" skills agency project with its four contact points for young people in need of support in the medium-sized centres of Aschersleben, Bernburg (Saale), Schönebeck (Elbe) and Staßfurt will be implemented in the period from 1 October 2023 to 30 September 2026. The "MOVE" project as a mobile skills agency for making contact with potential participants on site in rural areas will be implemented in the period from 1 December 2024 to 30 November 2027.
