Job Coordination for Refugees (JOKO)
The state of Saxony-Anhalt supports various measures to improve the integration opportunities of long-term unemployed people who are distant from the labour market. The basis for the execution and implementation of corresponding projects is the "REGIO AKTIV" guideline on the granting of subsidies for the regionalisation of labour market promotion from funds of the European Social Fund Plus and the state of Saxony-Anhalt.

Goal and target group
The aim of the project is to integrate refugees into employment subject to social insurance contributions on the regular labour market. The target group is recognised refugees and people who have a residence permit in accordance with Section 104c of the Residence Act and receive benefits in accordance with the Second Book of the German Social Code. § Section 3 (4) of the Second Book of the German Social Code remains unaffected.

The job coordinators provide individualised support for the target group in taking up employment. In addition to the services and offers of the job centres, they are intended to open up small and micro-enterprises as potential employers and open up additional employment opportunities. To this end, employment opportunities are to be linked with offers to improve language skills and further vocational training opportunities.
Up to two full-time equivalents for job coordination can be funded per district and independent city. As a rule, it should be integrated into the structures of the local job centre as part of the local administration.
Every year, the job coordinator should regularly take on 40 people from the target group per full-time equivalent in the project. The work with the target group includes the following tasks in particular:
- Targeted acquisition of job vacancies for the target group described alongside the services and offers of the (joint) employer services of the labour administration,
- Close coordination and cooperation with the job centre,
- the coordination of continuing vocational training and language courses for participants with the involvement of employers; continuing vocational training and the language courses themselves are not eligible for funding under these guidelines,
- support for employees and employers before and during the employment relationship, and
- Employment support for up to twelve months after taking up employment, unless there is no other suitable, concrete offer of follow-up support; the aim is to prevent drop-outs, increase the sustainability of employment and promote successful participation in further training and language courses.
Implementation period
The "Job Coordination for Refugees" project will be implemented in the Salzland district for the period from 1 November 2025 to 31 October 2028.
