Broadband expansion in the Salzland district
Schnelles Internet ist in der heutigen Zeit ein wichtiger Faktor, welcher zunehmend an Bedeutung gewinnt. Auch im Salzlandkreis hat daher der Ausbau von breitbandigen Internetanschlüssen eine hohe Priorität. In insgesamt 15 Ausbaugebieten wurden nahezu alle bisher unterversorgten Haushalte und Gewerbebetriebe, welche nicht eigenwirtschaftlich ausgebaut worden sind, bis Mitte 2022 im Rahmen des geförderten Breitbandausbaus mit breitbandigen Anschlüssen versorgt.

Fast Internet for previously underserved areas
Broadband expansion is the key to the sustainable development of our district. The high-performance Next Generation Access (NGA) connection to the digital world is crucial for the development of the residential, business and science location. It opens up new opportunities and paths. The provision of broadband Internet connections is necessary to increase the competitiveness of the Salzland district. Furthermore, the NGA connection is a pillar of public services.
In order to make a high-performance broadband network available to all citizens, the Salzland district has initiated subsidised broadband expansion in cooperation with the municipalities. Under the leadership of the local authority, the previously underserved areas that will not be expanded by the telecommunications companies (TKU) over the next few years will be provided with broadband Internet connections. As a first step, a feasibility study was carried out two years ago and a market consultation was conducted. The district and economic development department determined which telecommunications companies (TKU) would expand in the localities on their own account. Subsequently, eligible areas were identified and the tendering process was initiated. As a result, the telecommunications companies that will expand the underserved areas with broadband Internet connections with the help of subsidies have now been determined.
The subsidised expansion is to be realised with the help of framework regulations of the Federal Republic of Germany to support the development of nationwide Next Generation Access broadband coverage (NGA framework regulation) with funds from the European Regional Development Fund (ERDF), the European Agricultural Fund for Rural Development (EAFRD) and funds from the Joint Task for the "Improvement of Agricultural Structures and Coastal Protection" (GAK).
The aim of the funding is to realise a nationwide broadband expansion with bandwidths of at least 50 Mbit/s by mid-2022 in areas where transmission rates of less than 30 Mbit/s, the so-called take-up threshold, are currently available and the telecommunications companies are not expanding broadband on their own.
Total investment costs of around 33 million euros are to flow into the NGA expansion over the next few years. Deutsche Telekom GmbH, MDDSL and GlasCom Salzlandkreis will ensure the expansion and create the technical prerequisites to develop the Salzlandkreis into a "smart region". A total of 31 agricultural businesses, around 3,800 companies and around 36,000 households will benefit from the expansion project. To realise the project, around 1,000 kilometres of fibre optic cable will be laid over the next few months, 500 kilometres of empty conduits will be installed and around 610 distribution boxes will be erected.
Expansion areas
In the Salzland district, a total of approx. 1,000 km of fibre optics and 500 km of empty conduits are to be laid and around 610 distribution boxes erected in order to achieve a coverage rate of 100%. The NGA expansion project will create the conditions for the nationwide provision of high bandwidths. In the future, bandwidths of at least 50 Mbit/s will be available for private households in the currently underserved "white spots" and up to 100 Mbit/s in commercial areas.
It should be noted that the Salzlandkreis, as the recipient of the funding, may only expand those areas in which no company wishes to expand on its own account and in which less than 30 Mbit/s (so-called expansion threshold) is currently available.

- of the city of Bernburg for: commercial areas in the city centre, parts of Aderstedt, Preußlitz with Plömnitz and Leau, parts of Biendorf and Wohlsdorf with Crüchern, and commercial areas in Baalberge and Peißen.
- the municipality of Bördeland for parts of Welsleben and parts of Eickendorf,
- the town of Calbe for parts of the town centre and the districts of Schwarz and Trabitz and industrial estates,

Dates
In the Salzland district, the expansion was technology-neutral (profitability gap financing), which means that a mix of FTTC and FTTH was realised.
The business parks and schools in the eligible area were provided with an FTTH connection (1 Gbit/s symmetrical). The majority of private households in the district were connected to the high-performance high-speed network (50 Mbit/s) as part of an FTTC expansion. If the distance to the distribution box does not guarantee 50 Mbit/s, FTTH expansion has been carried out in some cases. Staßfurt is the only EAFRD lot to have been completely expanded with FTTH. A coverage of 100% was realised in the subsidised areas.
The first eligible areas were already expanded in 2018. The expansion is of course dependent on the weather and varies from location to location. It depends on the respective company when the expansion will take place in your area. Please refer to the table for more information.
