As part of Saxony-Anhalt's Digital Agenda, the Saxony-Anhalt Ministry of Economic Affairs is promoting the establishment of regional digitisation centres as control centres for digital transformation. The centres are being established throughout the state and are intended, among other things, to develop a digital strategy for the region and provide impetus for digitalisation in business, administration and society. The focus is also on supporting small and medium-sized enterprises in the development of digital innovations and business models, as well as initiating model projects.
The main task of the Salzlandkreis Regional Digitalisation Centre is to support the Salzlandkreis district on its journey to becoming a Smart.Region.
As part of the work of the RDZ Salzlandkreis, an important milestone in 2020 was the launch of a multifunctional digitalisation and innovation laboratory in the district administration, thanks to the interdisciplinary cooperation of all the specialist services involved and funding from the state of Saxony-Anhalt.
The digitalisation and innovation laboratory is equipped with state-of-the-art video conferencing technology. In line with the Digital Agenda, it brings digitalisation to life for district administration employees, senior administrative officials in the Salzland district and local residents. Especially in times of coronavirus restrictions and the associated contact and travel restrictions, the now possible switch to hybrid or purely digital event formats represents a frequently used alternative working option for collaboration.
Possible uses of the digitalisation and innovation lab:
- Inter-municipal co-operation
- Video conferencing
- (Virtual) meetings of the network and project partners
- Workshops; project, strategy and concept development
- "Shared space" for job centres, schools, clubs and associations, cities and municipalities

The focus of the 3rd inter-municipal discussion forum included the further design and organisation of cooperation in the regional digitalisation centre as well as approaches to possible organisational forms and business models for the further consolidation of inter-municipal cooperation. This forum also took place in a digital event format together with representatives from business, science and politics and was moderated by Prognos AG.

The 2nd Intermunicipal Discussion Forum aimed to work out the future range of services of the Salzlandkreis RDZ, to sharpen the tasks and roles of the players in the district and to explore the extent to which the district can support municipalities and regional players in digitalisation. Once again, numerous representatives from business and science accepted the invitation to the virtual meeting.

The Rotary Club of Bernburg-Köthen held its advisory board meeting with 32 participants using the technical facilities of the Salzlandkreis RDZ in a hybrid event format.

Experience digitalisation and the use of artificial intelligence up close: On Wednesday, 2 September 2020 from 3 p.m. to 5 p.m., anyone interested in digitalisation in the company could slip into the role of a producer at a biro factory and manufacture their individual product in the roadshow bus. 15 different digital technologies support the producers in the manufacturing process. Visitors were invited to try out the technologies in the mobile factory. The bus was parked on the upper Karlsplatz during this time and numerous visitors took advantage of the offer. The Regional Digitalisation Centre (RDZ) Salzlandkreis was a partner and co-organiser of the event, which was free of charge thanks to public funding.
The mobile factory illustrates the benefits of digitalisation and networking. It shows intelligent solutions from order picking to production and assembly through to quality control based on the production of a pen in batch size 1.
The Mittelstand 4.0 competence centres in Hanover and Magdeburg, together with the partner network Wirtschaft 4.0 | Sachsen-Anhalt and the Kompetenzzentrum Digitales Handwerk in Sachsen-Anhalt, organised the tour with the roadshow bus under the motto Tournee.Digital. In addition to the stop in Bernburg in the Salzland district, six other stops were made.

Digitalisation offers new opportunities for rural regions in particular to meet the challenges of demographic change and develop an attractive, liveable infrastructure. The federal states and local authorities are called upon to play an active role by developing services themselves, shaping framework conditions and actively promoting the networking of the various stakeholders.
The state of Saxony-Anhalt laid an important foundation with its Digital Agenda at the end of 2017. A key component of this is the promotion of the establishment of regional digitalisation centres, such as in the Salzland district. The Salzlandkreis Regional Digitisation Centre is to act as a control and coordination centre for digitisation in the district in future. Specifically, the RDZ will coordinate the activities of the various stakeholders from administration, business and society and help to pool resources.
For the establishment of the regional digitalisation centre, the Salzland district has opted for a broad and early participatory approach in order to incorporate existing ideas and experiences and to develop citizen- and user-oriented offerings from the outset. Prognos AG is supporting the Salzland district in this process and providing thematic impetus.
The 1st inter-municipal discussion forum took place in a virtual format with the participation of local authorities, business and science. In addition to information on the aim and process of setting up the Salzlandkreis Regional Digitisation Centre, three short presentations highlighted the opportunities of digitisation for the Salzlandkreis:

11.04.2019 | Salzlandkreis builds regional digitisation centre - Saxony-Anhalt Ministry of Economic Affairs supports important project
With the support of the Saxony-Anhalt Ministry of Economic Affairs, the Salzland district will be able to set up a so-called Regional Digitisation Centre Salzlandkreis. District Administrator Markus Bauer accepted the funding notification for around 190,000 euros from State Secretary Thomas Wünsch in Bernburg today, Tuesday.
The planned digitalisation centre is a coordination centre that will be used to digitally bundle future processes in the district, including the planned mobility centre and the Mobile Marketplace 4.0. It is another important building block on the way to the SmartRegion.Salzlandkreis. The district is also funding the project with an additional 85,000 euros over the next two years.
"We will consistently utilise our starting position with the experts in our own information and communication technology department, the IT structures and the cooperation with the municipalities and commercial enterprises," says District Administrator Markus Bauer, "in order to open up the digital possibilities for our residents, users and providers." The district administrator's list of commercial enterprises includes the district's own transport company as well as companies from the knowledge and creative industries.
The content of the digitalisation centre is based on the most important results of the federal model project completed last year to secure long-term mobility and services of general interest in rural areas. The results were recently presented to Federal Minister of the Interior Horst Seehofer in Bernburg at the start of his tour of Germany.
At the handover on Tuesday, State Secretary Thomas Wünsch emphasised that the Salzland district is playing a pioneering role in digitalisation in Saxony-Anhalt. "The funding is one thing, the other is what we set in motion with it." Other districts could benefit from the development and experience of the digitisation centre. The Ministry of Economic Affairs was also pleased that concrete projects are already being implemented with the digitisation centre - especially in light of demographic developments.
To this end, the organisationally and technically separate areas of administration, business and mobility/local public transport are to be further networked in the digitalisation centre, in some cases in new ways. "In future, the principle of sharing knowledge, technologies and infrastructures should help to reduce the burden on individuals and distribute it as fairly as possible among those involved. The aim is to avoid duplicate IT structures as far as possible," explains project coordinator Dirk Helbig. In a self-learning and constantly evolving network, digitalisation projects are to be developed "hands-on" and show completely new ways for future innovative information, communication and mobility management throughout the district. "Systematically, securely and in compliance with data protection regulations," emphasises District Administrator Markus Bauer.
The customers and employees of the district administration itself, the job centre, educational institutions, towns and municipalities, their pupils, students, families and senior citizens in the local rural area are to benefit directly in the initial development phase of possible "smart" solutions and services.
Background:
The foundations for the new networking of people in the Salzland district are being laid with the comprehensive broadband expansion. By the beginning of 2021 at the latest, every household and business here should have an internet connection with a speed of at least 50 MB/second. A total of 32 million euros from the European Regional Development Fund (ERDF), the European Agricultural Fund for Rural Development (EAFRD) and the Joint Task for the "Improvement of Agricultural Structures and Coastal Protection" (GAK) are being channelled into the new infrastructure.
