Special authorisation for shooting with a firearm
Service description
If you wish to shoot with a firearm that requires a licence or is licence-free, you must always apply for a licence in advance. As a rule, this licence is only waived if shooting takes place at officially approved shooting ranges.
Upon application, an exception and thus an exemption from the permit requirement may be granted, allowing you to shoot outside of shooting ranges without a shooting permit under certain conditions.
The authority reserves the right to restrict the content of the exemption decision, to limit its duration or to impose conditions.
Procedure
The following information is required for the special permit for shooting outside shooting ranges:
- on your person as custodial parent or guardian:
- First name and surname
- Date and place of birth
- Place of residence

You must provide the authorities with a credible reason why it is necessary for you to shoot a weapon
. You must apply for a shooting licence from the relevant authorities. Submit the application with the required documents.
The firearms authority will grant you a licence if you meet the necessary requirements.

If you live in Halle or Magdeburg, please contact the respective police department.
Prerequisites
- You must have a valid authorisation to purchase and possess a weapon (e.g. hunting licence or gun ownership card)
- You must be at least 18 years old
- You must prove that it is necessary for you to shoot with a weapon
- You must be reliable in terms of firearms law and personally suitable
- You must have liability insurance that covers personal injury and property damage up to a lump sum of 1 million euros
