Prohibition or restriction of vehicle use by the licensing authority
Service description
If you own or keep a vehicle that no longer meets the legal requirements, the licensing authority can:
- set you a reasonable deadline to remedy the defects or
- restrict or prohibit the operation of the vehicle on public roads.
This may be the case, for example, if your vehicle:
- has serious technical defects
- does not have a valid main and exhaust emission test
- does not have insurance cover
If the licensing authority has doubts as to whether your vehicle fulfils the legal requirements, it can order that you:
- submit an expert opinion from an officially recognised body or
- demonstrate the vehicle
If you are prohibited from operating your vehicle, exceptions are possible for journeys under certain conditions:
- to the registration office
- to the main inspection
- to an expertise centre
If you use your vehicle even though the registration office has prohibited this, you are liable to prosecution. This can lead to a fine and points in the driving aptitude register (points in Flensburg).

If you notice that another vehicle no longer fulfils the registration requirements, you can inform the relevant registration authority. This is possible, for example, if:
- General inspection (HU) expired, the so-called TÜV
- Obvious technical defects
