Apply for a green licence plate
Service description
Certain vehicles that are exempt from motor vehicle tax have number plates with green lettering on a white background. Vehicles belonging to charitable organisations (e.g. the German Red Cross), agricultural and forestry vehicles and certain trailers are eligible for such number plates.
As a rule, green number plates are already assigned when vehicles are registered. There are vehicles that are automatically exempt from motor vehicle tax based on the description of the vehicle class. These include trailers for sporting purposes, trailers for work machines, self-propelled work machines, etc., in accordance with Section 3 (2) of the Vehicle Registration Ordinance (FZV).
In contrast to these vehicles, other vehicles are issued with green number plates due to their special use. These include vehicles used for agricultural or forestry purposes, vehicles for winter road maintenance, vehicles belonging to charitable organisations such as the German Red Cross or ASB, etc., in accordance with Section 3 of the Vehicle Tax Act (KraftStG).
Note:
Not all vehicles that are exempt from motor vehicle tax receive green number plates. Light motorcycles, for example, are tax-exempt but still receive a black number plate. Similarly, severely disabled people with the "H", "BI" or "aG" mark on their severely disabled person's pass are still exempt from motor vehicle tax.Who should I contact?

Which documents are required?
- valid identity card or passport
- In the case of representation with written power of attorney, additionally a valid identity card or passport of the authorised representative
- For underage vehicle owners, additional declaration of consent and identification documents from the legal guardian
- for legal entities/companies, extract from the commercial register, business registration or extract from the register of associations
- Proof of tax exemption
- Proof of the registered keeper's right of disposal for the initial registration of vehicles with EC type approval:
Registration certificate Part II (formerly: vehicle registration document) and certificate of conformity (COC document), - For first-time registration of vehicles with national type approval: Registration certificate Part II with registered type and variant/version key number in accordance with Section 20 Para. 3 Sentence 6 StVZO or data confirmation in accordance with Section 20 Para. 3.a Sentence 1 StVZO
- For vehicles with EC type approval (EC certificate of conformity/COC), national type approval (general operating permit/ABE), individual approval or an expert opinion in accordance with § 21 StVZO, for which no registration certificate Part II (formerly: vehicle registration document) has been completed to date: additionally, purchase contract or original invoice, if
applicable, customs receipt/customs clearance certificate (for imports from a non-EU country) - Insurance confirmation
- Reservation confirmation for the desired licence plate number, if applicable
Note:
Severely disabled persons with the designation "H", "BI" or "aG" on their severely disabled person's pass are still exempt from motor vehicle tax.You can obtain confirmation of motor vehicle liability insurance from the insurance company of your choice. In most cases, you can request confirmation of insurance by telephone from your insurance company.
Since 1 March 2008, the insurer can provide you with an insurance confirmation with a 7-digit alphanumeric VB number, which the registration authority uses to retrieve the insurance data electronically from the central database of the German Insurance Association.
What fees are incurred?
Allocation of green licence plates in connection with registration:
- from 26.80 euros depending on the registration of the vehicle
Change from black to green licence plates:
- from 13,50 Euro
The costs for the licence plates are not included in the fees

Legal basis
What else should I know?
The owner must already be registered here. There must be no outstanding fees or expenses from previous registration procedures. If there are outstanding payments of more than €30.00, the registration authority may not register the vehicle until these have been settled. If the amount is less than €30.00, it is at the discretion of the registration authority whether or not to register the vehicle. Registration will also be refused if there are outstanding vehicle tax payments of £10.00 or more relating to the owner. Late payment penalties, interest and late payment surcharges are also taken into account when calculating the amount.
Procedure
You must apply for a green licence plate at the registration authority of your main place of residence, place of business or place of establishment. You can also appoint a representative with your written authorisation.
If an application form is required, you can obtain it in advance from the registration authority and fill it out at home. Depending on what your registration authority offers, a downloadable form or an online service may be available on the internet.
The vehicle must be identified by the registration authority before it can be registered.
Your insurance company will be automatically informed by the registration authority when the licence plate is allocated.
