Apply for a driving school licence
Service description
To set up a driving school, you need a driving school licence. With a driving school licence, you can teach the theory and practical skills required to obtain a driving licence at your driving school.
As a self-employed driving instructor, you can apply for a driving school licence for the following categories:- BE
- A
- CE and
- EN
In order to operate a driving school, certain requirements must be met, relating primarily to the driving instructors and the premises. For example, if you have teaching rooms in different locations, you must apply for a branch licence for each additional room.
Prerequisites
- You must be at least 25 years old.
- There are no facts to suggest that
- which make you appear unreliable for running a driving school. Such circumstances exist, for example, if you, for instance,
- have a criminal record or
- have received fines for administrative offences, particularly those relating to road traffic.

- You hold a driving instructor’s licence for the category for which you are applying for a driving school licence.
- You have worked as a driving instructor on a full-time basis for at least two years.
- You have taken part in the driving school business management course and attended at least 70 teaching units, each lasting 45 minutes.
- You can prove that you
- a classroom,
- the necessary teaching materials and relevant visual aids, as well as
- which have training vehicles appropriate to the driving licence category.
- In the case of a legal entity or a partnership, the training organisation must have a responsible manager who acts as the legal representative of the legal entity, for example the managing director.

- be authorised under the articles of association to act as sole representative in general, or be authorised to act as sole representative for the management of the driving school training business
- meet the personal and objective requirements
- ensure that all the requirements for a driving school licence are met.

Which documents are required?
- Application for a driving school licence
- a valid identity card or passport, together with proof of residence
- Driving licence
- an officially certified copy or
- Presentation of the original and a copy
- Proof of at least two years’ full-time work as a driving instructor
- for example, by means of written confirmation from the owners of the driving schools where they were previously employed
- Certificate of attendance for the Driving School Business Management course
- a written statement confirming whether a driving school licence has already been issued, and if so, by which authority
- Proof of authorisation to use the classrooms
- for example, a tenancy agreement
- A scale plan of the classrooms, showing details of the facilities and floor area in square metres
- where applicable, proof of planning permission, if no existing driving school is being taken over
- a written statement confirming that the required teaching materials are available, together with proof of ownership
- for example, a contract of sale
- List of the number and type of training vehicles
- where applicable, a licence agreement, if you are not the owner of the vehicles
- extended certificate of good conduct for submission to a public authority
- a current extract from the Central Trade Register, not more than 3 months old
- Certificate relating to tax matters issued by the relevant tax office
For legal entities only:
- a current extract from the company’s commercial register
- Evidence of the arrangements governing the natural person’s power of representation on behalf of the legal person in their capacity as the person in charge:
- Entry of a managing director in the Commercial Register
- Entry of a power of attorney in the Commercial Register or
- Articles of Association
- If necessary, you may be required to submit further documents should any outstanding issues arise during the assessment process
