Service description
- If you wish to organise a gathering, you must notify the relevant authority no later than 48 hours before the event is announced.
- Once your notification has been received by the relevant authority, it will be forwarded to the local public order authority responsible for the venue of the assembly, to the police and, where applicable, to any other authorities that need to be involved. These authorities may then comment on the assembly you are planning.
- Co-ordination meetings are held regularly in advance with the relevant authorities (police, public order departments) to discuss the arrangements and organisation of the assembly.
Procedure
- They submit their notice of the meeting to the relevant authority either electronically or in hard copy.
- There are no specific requirements regarding the format of the application.
- Regardless of whether you submit your application online, in writing or in person, it must contain the following information:
- Name and address of the organiser(s) of the person making the report (private individual or organisation)
- The name and address, telephone number and fax number/email address of the chairperson of the meeting.
- Details of the planned agenda for the meeting, including venue, time and topic
- For marches and demonstrations, the planned route.
- If the organisers of the assembly make use of stewards, they must notify the relevant authority of this, stating the number of stewards expected to be deployed.
If you wish to submit your application online:
- You do not need to register or create an account.
- Please complete the compulsory fields on the online service.
- You will receive a confirmation email at the email address you provided
If you wish to submit your application by post:
- For example, you can use a template to complete your application and check that all the details are correct.
- You should then send the application by post or submit it in person to the relevant authority.
Next:
- The competent authority will process your application and, where appropriate, forward it with comments to the local authorities (police, public health authority, public order authority); these authorities will provide feedback, including any advice regarding restrictive orders or risks to public safety that may justify such orders or a ban.
- As a rule, a consultation takes place between the relevant authority or the police and the event organisers.
- Feedback from the authorities will be examined separately, and a decision on any potential cooperation will be taken at the meeting venue.
- A confirmation of receipt is then issued and returned to the applicant.
- The application will be confirmed, or a decision containing restrictive conditions or a prohibition will be issued. No fees are charged.
- Notice may be given at short notice, up to 1 hour before the meeting begins.
- Any significant changes to the details provided regarding the gathering must be notified to the competent authority without delay. - The event organiser must be known to the authority for the purposes of confirming the notification or issuing the conditions notice.
Who should I contact?
Please contact the relevant assembly authority for your district, the independent city of Dessau-Roßlau (for the Dessau-Roßlau urban area) or the Saxony-Anhalt North Police Headquarters (for the Magdeburg urban area) or the Saxony-Anhalt South Police Headquarters (for the Halle urban area).
Prerequisites
- For each meeting, you must have one person who has registered the meeting and a chairperson.
- The applicant may be an individual, an organisation or an association.
- The chair of the meeting must be a single person.
- This person is responsible for ensuring that the meeting runs smoothly and acts as the point of contact for the police and the authorities responsible for the meeting whilst it is in progress.
- The chair of the meeting must be present for the entire duration of the meeting. A deputy chair may be appointed.

What else should I know?
- Following consultations with other relevant authorities, the competent authority may impose restrictions on, or issue an order regarding, the assembly, or prohibit the assembly altogether, if there are grounds to fear that the assembly poses a threat to public safety that justifies such measures.
- A decision must be drawn up in this regard, which may be challenged before the Administrative Court.
