Applying for planning permission to erect a plant using the simplified procedure
Service description
Before you are allowed to erect an installation that requires authorisation, you need a building permit.
To do this, you submit a building application to the responsible lower building supervisory authority. In principle, you must commission an authorised draftsman - for example, a civil engineer or architect - for this.
You can also specify in your application whether you wish to make use of a reduced test programme.
Procedure
You can apply for a building permit for the construction of an installation electronically via the online service or in writing on paper using the form.
To use the form, proceed as follows:
- Please fill in the form.
- Add the required building documents.
- Submit the application documents to the responsible lower building supervisory authority.
- If necessary, the lower building supervisory authority will ask you to make an advance fee payment.
- Make the advance payment.
- If documents are missing or there are other ambiguities, you will be asked to rectify these.
- In this case, submit the missing or amended documents and/or the clarification.
- The lower building supervisory authority will examine your application and involve the competent authorities whose participation or consultation is required.
- You will then receive the building permit and a notification of fees.
- Pay the fees.

- If not, you can apply for and justify deviations with the building application
Which documents are required?
- Building application (via online service or publicised form),
- Extract from the official property register,
- Site plan,
- Construction drawings,
- Building description.
Insofar as they are to be submitted, moreover:
- Proof of stability,
- Fire protection certificate,
- Information on the secured development.

What fees are incurred?
at least 50 €
Fees for a building permit for every €500 or part thereof of the chargeable construction value = €5
The fees depend on the following factors:
- Expenses for checking the building permit
- Expected construction costs
What deadlines do I have to observe?
- You must start building work within 3 years of receiving planning permission.
- You may then interrupt the construction work for a maximum of 1 year.
- You can have the building permit extended for 1 year.
Processing time
The building supervisory authority will decide on your building application within 3 months. The deadline begins with the confirmed date of receipt.
In principle, your application is automatically approved if you have not received a decision from the building supervisory authority after 3 months.

What else should I know?
If you have a building permit, you must submit a notice of commencement of construction to the lower building supervisory authority at least one week before the start of construction.
