Prerequisites
I. Technical requirements
- State of Saxony-Anhalt (general higher education entrance qualification, subject-restricted higher education entrance qualification, entrance qualification for universities of applied sciences or an equivalently recognised level of education) or acquisition of this as a school leaver in the respective year of recruitment
- an overall grade point average of at least 2.8
II Personal requirements
- Interest in dealing with legal regulations, social and political contexts
- a high level of motivation, personal commitment, determination, reliability and a sense of responsibility social and communication skills as well as good written and oral communication skills in German
- the ability to learn independently as well as to work cooperatively with a focus on the common good and the interests of citizens

Suitability for the dual study programme is determined in a multi-stage selection process (written and oral).
Study programme
The degree programme is divided into theoretical and practice-oriented phases.
The theoretical part takes place at Harz University of Applied Sciences, Department of Administrative Sciences, with the following focus areas:
- Fundamentals of law and economics;
- Fundamentals of business accounting;
- Social sciences;
- Private law;
- Regulatory and planning law;
- Municipal administration and economy;
- Human resources;
- Financial management;
- Marketing;
- Psychology;
- English and much more.
The practical phases are primarily completed in the specialist services of the Salzlandkreis district and in a state authority, where you will learn, among other things:
- apply the numerous legal and administrative regulations to your daily work,
- will process complex administrative procedures in accordance with legal and administrative regulations until a decision is reached, prepare initial and appeal decisions, and
- act as a point of contact for people seeking help in many areas

The interdisciplinary degree programme combines information technology with administrative sciences. It is divided into theoretical and practice-orientated phases.
The theoretical part takes place at Harz University of Applied Sciences, Department of Administrative Sciences in Halberstadt and Department of Automation and Computer Science in Wernigerode, with the following focus areas:
- Fundamentals of administrative sciences
- Fundamentals of law
- Politics and administration
- Public finance
- Human Resources
- Basics of administrative digitisation
- Database systems
- IT security, networked administration and e-government standards
- Artificial intelligence
- Programming, web technologies, software technology, software engineering and much more.
The practical phases are primarily completed in the specialist services of the Salzlandkreis district, where you will learn, among other things:
- know the organisational and legal structures of public administration and apply the numerous legal and administrative regulations to their daily work,
- to ensure e-government services, i.e. to digitally map and optimise administrative processes,
- and to actively accompany the change processes resulting from the digitalisation of administration
